Silent notification are such that don't require immediate attention. It may be daliy weather reports, some system messages such as screenshots etc which don't require to notify using sound as they are low priority.
these notifications are which can be cleared and are not using the speaker currently like when media apps i.e. music apps show notifications while playing music and when we stop playing the music the notification is shifted to this section I hope you understand
