When the phone is on the lock screen, anyone else can access the notification panel like the silent button, DND button or something else. Once the phone is locked, the notification access should be completely disabled. Except for Samsung, all other phones have a separate button. In my opinion, there should be a separate button to switch it on and off inside the settings.
