data connection problem

Hi, I am facing a issue for a week. When I on my Data connection, then sometime Data sign rapidly bounding for some seconds. Sometime it takes 30 seconds even. 

When it makes stabled its works good. But my question is why it behavior like this. Is it an hardware issue?

don't turn on wifi and data you will get bad signal from both
