I think Yes because every Samsung phone on their last official software update gets the final sub iteration of One UI. For example, the Note 9 ended with one ui 2.5 update.
Weird. Airtel, Jio, Vodafone all supports RCS now. You should be able to activate. But it could be Airtel specific issue for now. Try again after a few days after clearing cache and data for messages app.
