I'm trying to sync my notes ,calenders ,reminders, etc but can't do it on Galaxy Note8.Bixby can't even remember my friend's name and google assistant says opening documents is not supported on this device.

It have nothing to do with your android version.You just can't install it on any Samsung device because they want you to use Bixby.
