I'm not sure if Samsung started rolling out android 14 one ui 6.0 for Samsung galaxy A13 but you can take your chances by changing csc in your phone because some of Samsung galaxy now stuck on security patch
Just disable windows security by going to management then switch off real time protection because samfw tool is taken like a virus once you disable then install it on your computer then connect your phone to your computer after you finish everything ...
