Tech TalkI had the same problem, check that the USB C cable you use to connect to your computer is a full USB cable and not just a charging one. It didn't work for me with the first cable I used but works fine with with another USB C cable that I was using on an external hard drive.

Tech Talk(Connect with type C cable and connect withpc/laptop/type C earphone only for Android 11 )
1) Turn off the device, but as soon as you feel the 'vibration' to tell you the phone is turning off, then...
2) Press and hold the Volume Up key, bixby key, and the spower button.
3) When the Android logo displays, release all keys.
4) Press the Volume down key to navigate and select "Wipe cache partition".
5) Press Power key to select. When the wipe cache partition is complete, Select Reboot System.
6) Press the Power key to restart the device.

Tech TalkAs you can see there are a few of us where not even the USB cable method is working. I'm one of them. There's two S10e's in my household and none of them can boot to recovery no matter what I try.

Tech TalkI just tried the new way for Android 11 and it did not work. Tried it the old way using Power + Volume Up + Bixby and it went right in, no problem. I did not hook up any USB cable to the phone at all. Held all three buttons until it went from the Samsung starting screen showing powered by android at the bottom to the maintenance menu screen. Happy Cache Partition clearing lol!
