Why is Messages app disabled in "Mobile data only apps"?

What is the rationality behind having the Messages app disabled from "Mobile data only apps" list?
Anyone, aware of any measure by which I can enable it and allow Messages app to run only on mobile data in place of connected wifi?

Because Samsung has an RCSRCS feature in the messages app that provides us free messaging services on wifi

this feature also works with mobile data; its not mandatory to have your phone connected over wifi: disable wifi, enable mobile data and see it working

For me RCS works only with Mobile data. It doesn't work on wifi. To be precise it doesn't work only on the wifi broadband I'm using now. On all other broadbands it works. I don't know why? Pls let me know if anyone has got any clue. So I tried to use this option to make it work with mobile data. But this is disabled for messges app.
