That's the difference between Samsung Pay and Samsung Pay MINI. Mini doesn't need Knox while SPay needs Knox to work. Now, there's no concept of Secure Folder Mini that might work without Knox. Also, if something like Mini would be possible, that would defy the whole purpose of Secure Folder.
