Power saving mode turning off Location

Hi, all. I have noticed that power saving mode is turning off location completely. But in the screenshot you can see it says 'location checking will be limited'. When did 'limit' start to mean 'stop'?

I have some Bixby routine running on location service. Since I had another routine to stay in power saving mode when screen goes off, it seriously disturbs my other routines from executing.

Try adding bixby routines to never sleeping apps list and permit location to always settings for bixby
