Location Enabled automatically

My phone's location is enabled automatically especially when the battery is low, mostly when it reaches 5%. Why's it so?

All location options are disabled, still it gets enabled!

Create a routine
E.g If - battery level 5%
Then - turn off location
For rest of the times it is advisable to put the location on, just some routines like when specific apps are opened only then location is turned off.

There is an option in setting called "Send last location" if thats turned on phone will send its last location to servers before battery runs out. Its a security feature. You can turn it off if you want.

Where can i find that setting?

Settings> Security and Privacy > Find My phone. There you will see toggles like that.
