Go to phone calling app
Open settings from 3 dots above.
You can find wifi calling option there below
You can also access directly from notification panel.find wifi calling icon on notification panel by swiping it down
Also go to your settings of your phone n then connection.wifi calling option is there

Yes, without sim card you can not use wifi calling.
And bsnl does not support wifi calling .
Use another 4g sim
