first u have to log in Samsung Account using gmail or any other email id, then u can only access secure folder.. try to login gmail id then u can use secure folder app and u can setup ur fingerprint& pin ...
if you're already logged in in Samsung Account then check there any app updates available for secure folder if its there update it and restart your phone. restarting once in every two days is good for your phone
