Kindly make sure that the app is updated to the last software version, and try to clear cache the app from the settings > apps > Samsung health app > storage > clear cache. Try to reset the phone from the settings >General/ General management> Reset > Reset all settings.
So apparently the problem is related to Android Webview Service app somehow, this app crashed many other apps on my phone forcing me to uninstall the Android Webview Service app, so after I uninstall updates (cuz you can't uninstall it completely)the Samsung health app start crashing and never open until I update the Webview app again
