Safe mode is not turning off

My phone model is SM-G530H. Safe mode is automatically turned on. It is not turned off anymore. It is not turned off even if you click on the notification above. The phone is not turned off even if it is factory reset. How do I turn it off?

Volume up + power button
Simultaneously
