Then sends the static background functions or apps (which do not update on background) like Calculator, some editors are sent to that Ram+ file (kind of cut+paste). So then, RAM is freed a little which makes some more room for new processes and apps.

New apps/process are opened without closing background apps/process.
Useful in multi-tasking

This Ram+ is only useful when you have low RAM like 3GB-4GB (nowadays 6GB is minimum RAM for smooth day-to-day usage, 4GB is just sufficient)
.
Also, since Ram+ file is on Storage, whose R/W speed is way slower than Physical RAM, your app might reload slowly... But it is better to not to killed any useful process and relaunch it from the beginning.

What is RAM Plus?
RAM Plus is a feature on your Galaxy phone that provides intelligent memory expansion by using your storage as virtual RAM. With more RAM, you can have more apps open in the background and launch apps faster.
How to Use RAM Plus?
Step 1. Go to Settings > Battery and device care > Memory.
Tap on Battery and device care > Memory
Step 2. Tap on RAM Plus and select how much internal storage you would like to use as virtual memory.
Step 3. Tap on Restart now.
