It takes some time to develop a bug free OS ,so just wait man you'll surely get it in this month or next.

Firstly they get the source code from Google Android and then put their own skin in it and they can't release it before google devices so it takes some time.

About apple, ios is their proprietary sofware and don't need to get it from other companies so.

And its just a update with only minor changes in quick panel aesthetics.

they know the actual proces to follow then why don't react or work early on ? they have enough time to work on. if there are some time consuming process then why don't gave proper time to all the user ?

Samsung owns multiple devices not few like apple
And don't forget Samsung provides you monthly security patch updates.
And development takes time it's not a piece of cake.
In Alpha & Beta testing testers report the bugs and then developer fix those then again software is tested once all the bugs are fixed then after 1 week update is pushed via OTA for all users

They are also doing same thing And apple don't need to give security patch every month on month they are settling down with just 2-3 updats
