It's more about how software development works than the device itself. If they have polished it for s23, they just need to do specific fine tuning for s22. That's the reason s23 get's more updates/bug fixes than s22. All those fixes done for s23 will be cascaded down to all the phone that support oneUI 6 and they don't have to do the same fix for every Samsung device.
