open settings and click on notifications. once open make sure that notification option is enabled

go to settings
Tap Settings.
Tap Notifications.
Tap the Show notification switch to turn on or off .

you can download it from Samsung theme store ,if you don't like wallpapers from galaxy store then you can use some other live wallpaper aaps from playstation
