I feel like this feature should be left to the choice of the user. The volume is too soft and with the new android, there is no way to turn off this limiter. There used to be an option before and this limiter is the reason why a lot if people use iPhones instead of an android phone. It's extremely annoying especially when using bluetooth earphones like the Galaxy Buds where the volume is too soft and I dont even have to turn on ambient sound to hear the outside because of this feature. Extremely disappointed with Samsung.
