There is no quick panel lock feature in lock screen in such anyone can access my quick panel and turn on Hotspot or something else.

Quick panel lock ?

1st no one can turn it off from lock screen

2nd if unlocked why you need to lock quick panel
Most users turn on / off quick settings so it will be a extra task everytime to unlock the quick settings panel

On other phone it is there? to prevent unauthorised access to hotspot or something else from quick panel drawer

Let me give you an example if i have turned on do not disturb and put the phone charged then anycone turn off my do not disturb mode .....because there is no lock in quick panel access.........as a result calls will come that we didn't want anyone to see. Thank you

Other even in Samsung yes you can change the do not disturb mode evem from lock screen

But to turn on / off hotspot you need to unlock device in Samsung
And to turn on mobile data no need to unlock but to turn off you need to unlock.

According to me everything should be locked or else there will be no incoming call privacy
