Official Setting (Not Available)
Currently, Samsung does not provide a direct toggle to enable or disable the ascending ringtone within:
Settings (Sound and vibration)
The Good Lock suite (including the Sound Assistant module)
Two Workarounds to Consider
Since an official setting doesn't exist, here are the two common workarounds users employ:
1. Edit Your Ringtone File (Recommended Workaround)
This is the most effective way to guarantee the ringtone starts at full volume and does not require third-party apps.
How it works: You insert a few seconds of silence at the beginning of your ringtone audio file. The ascending volume effect will apply to the silence, and by the time the actual music/ sound starts, the volume will have already reached its maximum level.

Steps:
1.
Download a free audio editing tool on your computer (like Audacity).
2. Open your desired ringtone file.
3. Insert 2 to 3 seconds of silence at the very beginning of the audio track.
4. Save the new file (as an MP3 or similar format).
5. Transfer the edited file back to your phone and set it as your ringtone.

Thank you... yes i did one more thing.... if you have noticed... a ringtone that is upto 4 seconds duration doesn't have ascending/ Increasing ringtone effect...
You can try that trimming ringtones to 4 seconds or lower where it is possible like retro ringtones... but still i think other brands are giving option to enable disable this ascending ringtone effect..
My previous phone was iphone 12 and that phone doesn't have this effects... now its been 7-8 months using s24 ultra but still I'm finding way that my phone sounds perfect when it rings... because of this I keep on changing ringtones.
Hope samsung give this option
My Previous samsung phone was galaxy grand back in 2012 that phone had similar issue but at that time there was app called disable increasing ringtone effect on playstore which was removed from the playstore
You can try that trimming ringtones to 4 seconds or lower where it is possible like retro ringtones... but still i think other brands are giving option to enable disable this ascending ringtone effect..
