That I'm using S20 FE 5G where I have got the update upto android 13.

Chipset has nothing to do with OS updates. As per the software update policy, Yes it will get Android 14 somewhere in Mid November or in December 1st or 2nd week...
I would not be so sure. I once saw a youtube video that qualcomm supports its chips firmware only for 3 years which means if qualcomm does not provide firmware then samsung can do nothing about the update ! 865 was released in 2019 so I think we are out of luck but I am hopeful that samsung gives the update
