is there a way to have fingerprint or iris scanner only for secure folder and not the entire phone?

Yes, disable iris/fingerprint scanner on phone settings. In secure folder settings, use fingerprint/iris scanner.

tried long back and tried again.. it enables secure pin for the phone when I enable finger print for secure folder

Not possible. You have to have at least one security feature enabled(biometrics, pin or pattern) for entire phone in order for Secure folder to work.

thanks for confirming.. but if would be good to have these 2 features separate.. having biometrics disassociated for secure folder and device.. May be take it as a feedback?
