Check whether you can charge after switching off the device. Also check in 'safe mode'.

Clean the charging port with a dry tissue and a soft brush. If possible keep it in the sun for some time. Do this for the charging pin also.
Check your charger with any other device to confirm that the problem is not with the charger or data- cable.
