More Explanation required my dear friend. Means, First of all which is your network provider & region. Also, is it Prepaid or Postpaid connection? Any unlimited calls offer activated on your number? Is it happening every time or especially at one specific location & timing?

Adding one more point. Any Bluetooth headset is connected...when you are facing this calling issues? (Ex: Level U BT headset)

I also had this problem before. But once I cleared the cache after restarting in recovery mode, the problem has gone for now

for slow internet change to ipv4 from ipv6 in access point setting, internet problem will get solve
