I have an s20 plus that has heating issues and after repeating visits to the service center, the motherboard was changed,
But after the motherboard replacement, the IMEI is still the same, is it possible that the IMEI could be the same even after motherboard replacement?

That is actually legal, u bought with same IMEI at first and they changed a part under warranty and it is their duty to put the same IMEI because it belong to u for the same device, do you change the vehicle number if you replace you vehicle's part?

Blinkers and cosmetic changes no, but if the engine is replaced, then it would an serious offense right, same with the motherboard of a phone

part number will be different, if u can dissemble the phone and see, I am not sure that you need to change vehicle registration number after replacing with new engine with dofferent engine number, you can apply for updation of the new engine number for the same registration

Nobody cares (legally speaking) about any vehicle part, including the engine. The only reason to look for the Vin on the engine is to find out if the engine is oem or not, ie when purchasing used car. The police will check an engine for a vin if they suspect a car has been stolen & chopped up, and the engine they are inspecting is suspected to be from the stolen car. The act of changing an engine is never in anyway illegal (if you're not a chop shop), you don't have to supply any documentation. You may have to disclose car & actual (engine) miles driven on the title, when you sell your car. It may be,  depending on the state, illegal if you do not disclose that information.

IMEI is the identification number which identifies you to other when you contact other via internet, sms or phone call, parts and part's number doesn't matter, those numbers are helpful for the service center people to identify. Engine number can be related to Device Serial number, IMEI can be related to Vehicle registration number

It is not illegal to engine swap any vehicle. If you swap engines vin #s won't match but (not illegal), if you buy a crate engine it will just have the engine I'd #s on it.

Anyway, if you buy a used vs new main board how does the imei relate to that? In other words, is the imei attached to the board?

Bro its like the currency notes, old ones are scraped and new ones are released with sams serial number.

Thats same with your motherboard.

As far as legality is concerned, its illegal to change IMEI without authorization, but 1st of all they didn't change your IMEI secondly they have authorization to do so too.
