Samsung usually sends this message after ever update to everyone who's device has received the update soo this is the notification that "we have delivered the update and now u can install it" As there are all the glitch and bugs fixed and no green line issues are detected in any device after the update (it is for those who wait or don't check or look for updates on there phone)
