When there is bright sun outside the weather app gives a notification

I don't think that's an issue with the phone. Actually it shows the same to me but it just shows you what the associated website shows you. In India "The Weather.com" is the service Samsung Weather app uses.

Clear cache of weather app. Turn on location and set your location again in weather app.

I have used tons of weather apps (including the IMD Mausam app) and none of them are accurate. Forget about the weather forecast, they can't even show the current weather accurately. AccuWeather, OpenWeather, Foreca, Dark Sky and every other weather service is a joke in India.
