Yes, you can. You can even completely turn it off in settings. It will save your battery. Go to Settings > Display > Edge Panel. You can change all of the settings there.
Yeah. Just press and hold(don't let go) the side panel. It'll turn blue and then you can swipe and move it around. You can also turn it off by going to settings and then display and then edge panel. Therer you can turn it off or customize it by changing the color, opacity etc.
