Samsung Galaxy S21 FE 5G enables 5G on one particular slot?

I have two jio sim on samsung galaxy s21 FE. Both are having jio 5G welcome offer. Both have 239 rs recharge. 

 

Now only sim2 (second slot) shows 5G. If I swap the sims, then also only sim 2 (second slot). I know this phone doesnt support dual 5G. But that means any one sim will support 5G at one time right?

If I set 5G on sim1 (4G on sim 2) then also sim1 stays at 4G. Another odd thing..if I test jio offer on sim1 then it shows connection settings need change. 

If I set 5G on sim2, jio offer on sim1 shows 5G connection is correct!!

 

It doesnt matter which sim I put where. If I swap the sims too, same issue always. Second slot shows 5G, first slot always 4g. Is that a bug or feature?

Hardware-wise, both slot are 5G enabled simultaneously.
But, Jio's 5G network is inconsistent.
Use Nermonster app, click on three dots, force enable NR only mode, and then check.
