Even when i don't have any apps running on the background my s21 fe shows only nearly 3gb ram free!!!! Is it normal??

Ig it's normal... More Physical RAM (more space more usage), more cache data for better speed. So apps/OS will try to keep apps open/let it run on background...
.
When I clear all apps from Memory Guardian (very very agressive cleaner), my A51 shows around 4.2-4.5GB free out of 8GB free...

After a restart its about 4gb free in my device..

Well check the ram again in the device care and then see how many apps were using the ram in the background if there ia nothing then everything is working properly

Some system apps like find my device and such come back in minutes after clearing...

Its not about the system apps the third party apps actually somtimes its run in the background and if its clear or its shows the same as it before the everything alright

It's totally fine, the remaining 4. Something is for the android system background tasks because one UI is heavily customized on top of Android. More customization means more RAM and storage uses. So chill use the remaining 3. Something Gigabytes...

That's completely normal. Most people misunderstand the concept of free RAM. Just because you have 3GB of free RAM doesn't mean you can only use 3GB RAM out of your 8GB RAM. Some of the less important Apps and services are cleared from Memory when you need more than 3GB RAM. When you are not running RAM intensive applications, the OS schedules some 'housekeeping' tasks and preloads some data of your most frequently used apps into the RAM to improve app launch times. This stuff can be cleared when you need more RAM so you won't face any problems. Even if you buy a 16GB RAM phone, it won't have 8GB of free RAM. It will be close to 5-6GB. That's perfectly fine because the goal is to make use of the available RAM in such a way that it provides the best user experience. Free RAM is useless, that's why your OS puts it to good use automatically.
