Galaxy SI might be late to comment. But I found a rudimentary solution just now.
Simply tap the phone from one side, not gently. Apparently the autofocus mechanism gets stuck, which frees after the tapping and focussing works fine.
It's a shame that we have to such dhakka-start to one of the most premium phones worldwide. It's a bigger shame that Samsung never officially acknowledged the issue (at least not to my knowledge) and never recalled, or repaired the fault.

Galaxy SNothing works. Only thing that works is tapping on one of the edges. It frees up mechanism and starts focussing.
