Turn Show refresh rate option from Developer mode and check.

Galaxy SSome 3rd party app might be causing the issue.
Two things you can do, find that app and delete it or do a factory reset.

Galaxy SFps means how many frames mobile's graphic card can render to the display. While refresh rate means how many times the display can refresh the stuff like image, scrolling animation, etc.
Just turn on the 'Show refresh rate' option in the developer settings to see real time screen refresh rate...
