Routines not reading a loud

A routine is configured to initiate a load read upon charging commencement. The routine activates silently upon charger connection. Do you have any suggestions?

How is that routine useful

When the phone is connected to a charger, it should politely announce that charging has begun.

I am saying there is already a charging sound at starting. That might be interfering with the routine.

I have tried that but unsuccessful.
