Notification blocked

Does any one face similar issue where notification of any app is blocked. It says All notifications to this app is blocked and you can not toggle the switch. Even if you reinstall the app still it is same. This app does not even show on the notification panel. Something from Samsung UI or Andriod is hampering this but what it is, I am not sure. Does anyone has any clue. Device is S24 ultra

Samsung tech guy took remote control of device but was unable to figure out.

What has happened here is that this app is treated as system app by UI and later applies security as a threat and hence e notifications are disabled. This is system issue and a bug from samsung. Strangely how samsung UI can make it like a system app.

In all other phones this works well and only samsung sees it as a threat. Very strange
