Not able to download update via mobile data in roaming

In one ui 3.1 i was able to download update over mobile data in roaming but after ui4 showing following issue. Did anyone facing same issue

Try turning off the Data roaming option in the "Mobile networks" settings page

Actually i am in roaming and if that option turned off Mobile data getting disabled

Oh then I think you can only use wifi to download the update, there's no other option

You cannot update like that. I asked customer care for help. They replied that i have to go to service centre for update. Such a mess. Samsunng cant provide option to update while roaming. Its very dissappointing.
