Issue during charging

When the mobile is charging,suddenly mobile acts weirdly as shown in the video

Make sure that charger is original and don't have any damage or loose...

The charger is original which was provided by Samsung for my previous mobile in their box and no damage/loose

Looks like power fluctuations..
Either it is a charger issue or electric power.
I have experienced similar problems during the train journey (while using in compartment socket).
