Can I set individual different call background on samsung s23fe... if yes how?

No you cannot. Setting of call background is only available for individual SIM but not for individual contact

Yes, you can. This is how -
1. Open the Contacts app
2. Select the contact whose background you want to set
3. Click on More, then go to Edit call background
4. Click on the Background button below the current call background image
5. You can select any photo from the Featured or Gallery sections
6. Customize the image selection by moving the picture in the preview and click Set as call background

Why isn't it showing in mine to edit call background and also the profile of contact alignment has changed to right instead of center above... also when I click on any profile it leads me through to something profile card

Go to Contacts App > Go to the contact whose Call background you want to change > More options > Edit call background > Here you can change call background for individual contact.
