I've been trying to sync my phone's gallery data since two days ago! But I couldn't do it at all! 

Is there any issues with Samsung Cloud?

I guess you should log out and then login to your samsung account once, check if you have disabled any system application.

I have a fix for this issue. Just use any VPN .. connect to any server other than India. Then check Samsung Cloud again. It will work.. Report back here if this helps you 🙂
