bro its is in pro mode
first go in camera and select pro mode than go in settings in picture size there down you will see save pictures as raw and jpg images in pro mode thats it .than you can take raw images in pro mode only..

Thanks for being with Samsung and for sharing your feedback. We would like to inform you that select a resolution for photos. Using a higher resolution will result in higher quality photos, but they will take up more memory. Take photos while manually adjusting various shooting options, such as exposure value and ISO value. On the shooting modes list, tap Pro. Select options and customize the settings, and then tap to capture icon take a photo. Tap the Save RAW and JPEG files switch to set the device to save photos as uncompressed RAW files (DNG file format) in pro mode. RAW files retain all of a photo’s data for the best image quality, but they will take up more memory. To view RAW files, an image viewer app is required.
• When using this feature, each photo is saved in two formats, DNG and JPG. Burst shot photos are only saved as JPG files.
• You can view JPG files in Gallery. DNG files can be viewed or deleted in the DCIM → Camera folder.
