Can't access locked samsung notes

I used to use samsung m30s. I now bought a new samsung s24+.
I synced using smart switch. 

When I was using my pervious phone, my samsung account was based in UAE.

On my new phone, after syncing, I opened my samsung account and put my current location to India. 

Now I'm discovering that I'm unable to access my locked notes both on my old phone and new one. 

The error message on both phones is the same thing: 

"Can't open a note locked by another account"
Please see attached screenshot. 

Samsung is treating India as my new account and UAE as another account, 

Even though I have only one account connected to the same email id .

May be you created a new samsung id in your new device. Log in to your old samsung account then you will be able to access it.

You have to login with same Samsung account to access that notes
