Call recording is a region specific feature. So probably it's almost impossible to get it on a non supported device.

May be call recording is not allowed in singapore, that's why call recording feature is missing in this singapore variant you have... For call recording feature you need to flash indian variant ROM (but i don't recommend you)... Have you tried third party app?
