Why Samsung not providing beta programs for Android 12 for flagship devices like S21 series. 

Others brands providing beta programs for their devices.

Samsung usually starts beta for Os upgrade in 4th quarter.
Currently they are working on One UI 3.5

currently Samsung not develope one ui 4. Because android 12 Samsung devices one ui 4 based. Wait 3 or 4 month then Samsung provide their beta programs

Yeah. Usually for flagships.( and selected A and M series devices.)

Android 12 will be part of OneUI 4 which they have not started working on yet I think. Samsung has their timeline. We will get OneUI 3.5 near August 2021 and OneUI on A12 later in December for S21 series I think.
