There's 4 dots under the camera one inch below and it blinks every time I open my notification center. Anyone knows why?

Reset the camera settings: Home screen tap on Camera>Settings>Reset settings>Reset.
Clear camera application data: Apps>Camera>Storage>Clear Data.
Check app cache: Settings > Apps > Camera> Storage > Clear Cache.

Check your device in safe mode: https://www.samsung.com/in/support/mobile-devices/safe-mode-on-samsung-phones/

Update the software if available: https://www.samsung.com/in/support/mobile-devices/samsung-galaxy-smartphone-how-to-update-software/

In case the issue still persists, Kindly share the report of the problems with a log file. To share a log file, click on the Samsung Members Application (Open Samsung Members Application > Support> Tap on error report > Type your query > Send).

Cpuld be Gyroscope or Ambient light sensors beneath screen.
Were you on a call when you noticed?
Restart might help.

Yes, but when I unlock my phone I can see aod watch mark for few seconds on screen and it vanishes and being someone who has OCD it bothers me

Maybe you turned on 'Lift to wake' option?
Turn it off and see.

It happens after unlocking the phone. The aod is on and when I unlock the watch mark can be seen for few seconds and then it disappears

Could be One UI 6 transition animation.
Disable AOD and see if sensor activates.
No need to worry I think.
