OEM secures the device ! it's protection against any changes to the system....u cant change anything in stock firmware without unlocking OEM 🙂 So if u r looking forth to root ur phone or flash a custom recovery then u must enable OEM from devloper option and then manually unlock OEM via ADB ... hope it helps 🙂
