unable to send/receive messages

Im not able to send messages from sim1. I'm able to send messages from sim2.  I tried below steps to resolve.

1. Hard boot using power and volume keys.

2. Clear cache and data of messages.

But still not able to send messages.

Please help on this.

thank you. this is related to network issue .
