"Waiting for Wifi" message on Play Store

Folks, 
When I click to download an app on the Play Store very often I get a constant message saying "waiting for wi-fi" while the wifi is actually well connected. Thus I am unable to download the app(s) 🙆 
This is clearly an error. Any help on this will be highly appreciated.

Are you using an app called "Samsung Max?" It supposedly helps minimize data and wifi usage. I found that it interferes with the play store and google photos. I can't seem to turn it off within the app. However, you can disable to app completely if you go to your app drawer and find "Samsung Max" (it might be in a folder named Samsung), and then press and hold on it until you get a menu, then press disable. This helped me when I couldn't upload photos through Google photos and couldn't download apps from the play store.

Try going to settings. Apps then check that play apps is not paused
