Why Samsung Galaxy note 10 is not upgrade at one ui 3?

Galaxy Note
Here i got a notice that all model of Samsung smart phones are upgrade to one ui 3 except Samsung Galaxy note 10. Even note 10 plus also upgrade but note 10 is not.  Why?

Note 10 already has one UI 3. Check with smart switch or visit service center for them to upgrade properly.
