Security Patch/Software Update

Why any Security patch or Software update comes in India in the last phase..same I have observed in Note 8  and same is happening in Note 9 too..when most of the world have received the April security patch, which was started almost 15-20 days back with some new features, we are still waiting for it ??

they release the update regional wise and carrier wise thats why we are a bit behind

what is this Slow means...We are Still waiting for April Security patch and People are started getting even May Patch.. Amazing.. In terms of Software update Samsung is careless..
